คำว่า buffer zone แปลเป็นภาษาไทยได้ว่า พื้นที่กันชน ซึ่งเป็นคำที่ใช้บอกหรือกำหนดอาณาเขตของพื้นที่นั้นๆ เพื่อวัตถุประสงค์ของการกั้นหรือการทำสัญลักษณ์เพื่อกีดกัน โดยในแต่ละสายงานก็มีการนำ Buffer zone มาใช้เพื่อบ่งบอกถึงเขตพื้นที่ที่มีการใช้งานหรือลักษณะของพื้นที่ที่แตกต่างกัน เพื่อไม่ให้เกิดการบุกรุกหรือรุกล้ำเขตแดนที่ควบคุมไว้
เขตอุทยานและป่าไม้มักตั้ง buffer zone เพื่อวางอาณาเขตระหว่างคนกับสัตว์และเขตป่าไม้ เพื่อไม่ให้มีการล้ำเส้นซึ่งกันและกัน ส่วนด้านของอุตสาหกรรมและชุมชนมักใช้เพื่อระบุแนวเขตแดนที่อุตสาหกรรมสามารถดำเนินกิจการต่างๆ ได้ซึ่งก็คือเขตอุตสาหกรรมและในโซนพื้นที่สีเขียวซึ่งมักจะเป็นโซนของชุมชนซึ่งจะปิดกั้นไม่ให้โรงงานอุตสาหกรรมใดๆ เข้ามาดำเนินกิจการ ณ บริเวณนี้ได้เลย กล่าวคือ เขตพื้นที่สีเขียวคือพื้นที่ที่มีชุมชนอาศัยอยู่และจะไม่อนุญาตให้อุตสาหกรรมที่ก่อให้เกิดมลพิษเข้ามาในบริเวณนี้
ในด้านของการดำเนินงานอากาศยานคำว่า Buffer zone ซึ่งใช้เพื่อดูแลความปลอดภัยและอำนวยความสะดวกให้แก่ผู้โดยสารขาเข้าของสนามบิน โดยแต่ละสนามบินก็การกำหนดเขตพื้นที่กันชนหรือ Buffer zone ที่ต่างกันออกไป เพื่อให้เหมาะสมกันสนามบินนั้นๆ ดังเช่น ท่าอากาศยานสุวรรณภูมิหรือสนามบินสุวรรณภูมิที่ทุกคนมักเรียกกัน ซึ่งเป็นสนามบินที่ใหญ่ที่สุดในประเทศไทย ณ ขณะนี้ และมีจำนวนผู้โดยสารและผู้ใช้บริการอื่นในสนามบินเป็นจำนวนมาก นอกจากนี้ยังมี บริษัททัวร์ ไกด์ พนักงงานต้อนรับโรงแรม พนักงานต้อนรับบนสนามบิน บุคคลที่รอรับญาติพี่น้องหรือผู้ที่เกี่ยวข้องกับผู้โดยสารและหน่วยงานอื่นๆ ที่คอยรอรับหรือบริการผู้โดยสารขาออกของท่าอากาศยานอีกเป็นจำนวนมาก
ดังนั้นจึงมีความเป็นไปได้ที่จะมีมิจฉาชีพแฝงตัวมาปะปนกับกลุ่มคนเหล่านี้ อาจมีการแต่งกายเลียนแบบพนักงานต้อนรับของโรงแรม มักคุเทศน์และบริษัททัวร์ต่างๆ หากผู้โดยสารตกเป็นเหยื่อของมิจฉาชีพเหล่านี้อาจถูกหลอกลวง คุกคาม หรืออาจถึงขั้นก่อให้เกิดอันตรายต่อชีวิตและทรัพย์สินของผู้โดยสารได้ ทางท่าอากาศยานสุวรรณภูมิจึงการกำหนดเขตพื้นที่เอาไว้ดังนี้
เขตพื้นที่ตั้งแต่ประตูที่ 1 ถึง ประตูที่ 3 ของท่าอากาศยานจะจัดให้เป็นเขตพื้นที่สาธารณะซึ่งบุคคลภายนอกสามารถใช้เพื่อการรอต้อนรับผู้โดยสารได้ ส่วนในเขตพื้นที่ตั้งแต่ประตูที่ 4 ไปจนถึงประตูที่ 10 จะถูกจัดเป็นเขตพื้นที่ควบคุมซึ่งก็คือ Buffer zone ที่อนุญาตให้เพียงเจ้าหน้าที่ภายในสนามบินที่เกี่ยวข้องและผู้โดยสารขาเข้าเท่านั้นที่สามารถใช้ได้ เพื่อให้ผู้โดยสารสามารถใช้เวลาส่วนตัวในการส่วนตัวในการใช้บริการต่างๆ ของสนามบินภายในพื้นที่ควบคุมได้อย่างเสรีและ ไม่ถูกรบกวนจากบุคคลภายนอกมากเกินไป
Why is Buffer Zone important?
